Frank Berardi
Frank’s Tax Credit and Incentives career began at Mintax in 1994. Initially as the controller, he was later promoted to Sr. VP and COO. During his 14 years with Mintax, Frank developed and managed many Incentive Service Lines, including Location Based Incentives, Negotiated Incentives, Research and Development Credits, Sales and Use Tax reverse audits and the National Tax Benefits Exchange, (the buying and selling of credits). Frank remained with the company after its acquisition by ADP in 2006 as a Senior Director with the same operational responsibilities. In May of 2008 he joined First Advantage as a Senior Director in a similar role. Earlier in his career, Frank spent 10 years at Edison Properties, as their Director of Taxation. He is a CPA (inactive) and has a Masters of Taxation from St. Johns University.

Roy Goldman
Roy has been in the Tax Credits and Incentives Industry since 1979, when he helped establish one of the first Targeted Jobs Tax Credit Incentive services at PCS Reports in New York City. From 1983-1996, he served first as VP of Client Services, and later as COO of LTW Management Services in Freehold, NJ. In 1996, LTW merged with Mintax and Roy became the Managing Partner of the firm’s Employment Credits Practice until the company’s August 2006 acquisition by ADP. He remained at ADP until July 1, 2008. Roy is a charter board member of the industry trade association, NEON (National Employment Opportunities Network). In addition, over the years Roy has served on numerous federal and state department of labor panels and conferences relating to employment credits, training grants and other incentives. He has a Bachelors Degree from LaSalle College and a Masters Degree from Purdue University.

Steve Thomas
Before co-founding Thomas and Thorngren with Kris Thorngren in 1994, Steve began his consulting career in 1981 as one of the founders of U.C. Consultants, where in addition to Unemployment Insurance expertise he helped establish their Employment Tax Credits services. Prior to that, he served as a Director of Tax Enforcement for the Tennessee Department of Revenue and as the Associate Director of Vanderbilt University’s Human Resource Department. He has a Bachelors and Masters Degree from Mercer University.

Kris Thorngren
Kris began his career in consulting with Reed Roberts in 1973. After a year of service with the Tennessee Department of Employment Security in 1981-82, Kris joined U.C. Consultants in 1982 as VP of Client Services until he left to co-found Thomas and Thorngren in 1994. Kris earned a Bachelors and MBA in Organization and Management from the University of Wisconsin.
