Paul Westbrook, Manchester, NJ

Paul Westbrook, joined NTCI on April 26, 2010.  He has more than 10 years of experience in the buying and selling of tax credits, which he began as an industry pioneer with Mintax, and at ADP after Mintax was acquired by the payroll giant in 2006.

At NTCI he oversees a practice that ensures that all tax benefit exchange opportunities are researched for each client, whether they are a buyer or seller, and oversees each contract from inception to completion.  This process includes contracts, negotiations, sales, marketing, and pricing strategies for saleable programs.

Paul is the author of the study documenting the success of the New Jersey program, and has provided oral or written testimony to numerous States, including New York, California, Maryland and Louisiana.  He has also authored numerous articles on the topic of saleable incentives.  His affiliations include Captain of Industry in Mississippi, Territorial Marshal in Oklahoma, member of the Biotechnical Council and Technology Council in New Jersey, Eastern Technology Council and New York Biotechnical Association.  Paul has a Bachelors Degree in Economics from Rutgers University and an MBA in Finance from the Stillman School of Business at Seton Hall University.

Prior to his involvement in Tax Benefit Exchange, Paul spent 7 prior years in the industry also with Mintax, helping clients obtain location-based-incentives and credits, where he worked regularly with State Enterprise Zone, Economic Development, Revenue and Tax officials.
